MTO Announces Release of Updated OTM Book 7 – Temporary Conditions

As previously announced, the new edition of the OTM Book 7 has recently been released.  At this time electronic versions of the Office and Field Editions are only available via “download” from the Ministry Website; printed versions should be available from the Ontario government bookstore in several weeks.  The official announcement including download links can be found here.

At this time AORS is developing a revised Book 7 training course containing all the revisions and additions contained in this new edition.  As well, we are currently working on a short presentation that highlights the new guidelines and revisions to the Book, with plans for release of both this fall.  There will be a transition period until mid December to allow staff to be trained to the new requirements.

As far as Municipal Operations are concerned, there is very little change to current processes and guidelines for the actual design, Traffic Protection Plan, and Set Up and Removal of devices regarding Temporary Conditions. Much of the revisions in the new edition are in the nomenclature used.

Please be reminded that Book 7 is a Guideline; the Ministry of Labour only enforces the Regulations regarding Traffic Control found in the OHSA (Construction and Industrial Regulations).

If your Municipality continues to follow the OHSA Requirements and the Guidelines in the 2014 edition of Book 7 you should not have an issue for the remainder of the 2022 Construction Season.
